OK. Not really a full Photoshop CS4, but really for free. One of the strong reasons to get an upgrade to Photoshop CS4 is the Seam Carving resize feature (or content-aware scaling). It allows to resize an image while maintaining its important elements. For example, you can widen an image into a panorama, but the characters appearing in it will not be resized (just the background will extend between and around them).
But Photoshop CS4 is not the only one to do this: Seam Carving GUI is able to provide exactly this feature. For free!
